On a house of this age the original attic insulation is rarely missing, it is just tired. Batt installed in the eighties has compressed, shifted off the ceiling plane and lost contact where it matters most, and any blown material added over it has settled into a thinner layer than the label ever promised. Depth on its own tells you very little about what the attic is still doing.
